As millions of people increasingly suffer the devastation of climate breakdown, we can expect the economy—as measured by conventional benchmarks—to maintain and even strengthen itself right up to its breaking point.
It has been almost a month since Maria devastated Puerto Rico. Since then, most of the island’s 3.4 million residents have been without electricity or running water. The power grid was effectively destroyed, with only 7 percent back online to date. This means that the entire system, from generation to distribution, will need to be rebuilt. The question now is: how?
If such an effort is truly needed, why hasn’t it taken form yet? Why hasn’t the field of culture design already been born? The answers are many and I will only focus on a few of them here to give a feel for what the process may look like as intentional efforts bring it into being (or not) in the next decade.
Life on this planet, as we know it, is a result of fragile environmental conditions that the contemporary predominant neoliberal system has already began to alter. Capitalism and its doctrine of unlimited economic growth seems to completely neglect this dependency and continues to violently exploit nature for the benefit of tiny elites, thus increasing their already enormous power.
I have studied various disasters’ effects on health, from the Sept. 11 terrorist attack to Hurricane Sandy. Based on my studies of hurricanes and power outages, we can expect to see a number of lasting effects on Puerto Rico in the months ahead, including mental health issues.
Why have I begun talking about ownership? It isn’t the usual language of making democracies work, except in that vague and dishonest usage where we are encouraged to ‘feel ownership’ of decisions made by others. It feels like we have not had a thorough, open-minded discussion about ownership for a long time. Doing so might begin to reveal how new institutions can move us beyond the current system failures.
We inhabitants of industrial civilization still live inside a human-centered story. The story articulates itself in the ways we speak, what we think, how we listen, what we hear. It expresses itself in the physical forms of our life-worlds, in our legal, political, and economic institutions. It gives structure to the way we conceive of and inhabit both space and time. It shapes our encounters with other-than-human living creatures, as well as with the larger planetary presence. This is the story of the human as a separate self.
Here’s the hard bit. It’s just not possible to achieve emissions reductions of 8-10 per cent per year by decarbonising the economy. In fact, there is a strong scientific consensus that emissions reductions of this rate are only feasible if we stop our mad pursuit of economic growth and do something totally unprecedented: begin to scale down our annual production and consumption. This is what ecologists call ‘planned de-growth’.
