Insight and inspiration in turbulent times.
In this moment of massive wealth inequality, we urgently need to develop a new model for society to deliver both social and economic equity. The answer may be in the concept of Universal Basic Assets (UBA), which in my definition is a core, basic set of resources that every person is entitled to, from housing and healthcare to education and financial security.
Below, I argue that the commons paradigm offers a refreshing and practical lens for re-imagining politics, governance and law. The commons, briefly put, is about self-organized social systems for managing shared wealth. Far from a “tragedy,” the commons as a system for mutualizing responsibilities and benefits is highly generative.
In a stagnant economy, a UBI can create the demand needed to clear the shelves of unsold products and drive new productivity. Robots do not buy food, clothing, or electronic gadgets. Demand must come from consumers, and for that they need money to spend.
The MP Sergi Saladié (a university professor when not in parliament) presented an “interpelation1” on degrowth to the vice-president and minister for the economy in Catalonia, Sr. Oriol Junqueras, currently president of The Republican Left of Catalonia (ERC: Esquerra Republicana de Catalunya). It is the first time that a motion of this type has been discussed in a national parliament in Spain, and this makes it an event of great importance.
We live in turbulent times: many certainties are disappearing and changes are difficult to understand. Can transition management help us to explain where the world is heading? Derk Loorbach, director of the Dutch Research Institute for Transitions (DRIFT) at the Erasmus University of Rotterdam, talks about the mechanisms, risks, and trends necessitated by transitioning towards a more sustainable world. “If you want to change the system, you should eventually be willing to become the system,” he says.
The commons have been defined as a shared resource, which is co-owned and/or co-governed by its users and/or stakeholder communities, according to its rules and norms. It’s a combination of a ‘thing’, an activity, commoning as the maintenance and co-production of that resource, and a mode of governance. It is distinguished from private and public/state forms of managing resources.
“The reason I started off with that little prelude,” he told the Neighborhood Funders Group Conference attendees, “is that I wanted to say that what has not changed is the vision of that new society, that new way of thinking. That new way of engineering and governing a society, where everyone would be treated with dignity. Where there would be no class, no gender, or color discrimination. Even though it didn’t happen in that little community which we called El Malik, now it’s about to happen in Jackson, Mississippi. And would you believe it?”
This three-story, six-apartment residence is one of three buildings in Chicago that provides affordable, intergenerational housing to 90 elders and the young people and families who live with them. Housing Opportunities and Maintenance for the Elderly – H.O.M.E. – has been rooted in the city for 35 years, and as their executive director Bruce Otto told the Chicago Tribune, “We haven’t been able to find anybody that does exactly what we’re doing.”
Incipient anti-fascist coalitions hold the potential to call a new politics into existence in the United States. Socialist municipalism could be a means for both resisting the far right as well as articulating a libertarian socialist alternative. While there is much to critique in Bookchin — even from a municipalist angle — the basic guiding principles hold.
I’m sure that some will criticize the insensitivity of the timing of this essay. How can you talk about Puerto Rico, climate change, and degrowth at this tragic time? But what time is better than now? There are only going to be more disasters and more tragic times ahead. And if after each one we spend billions on rebuilding costly infrastructure, the resulting carbon emissions are going to contribute to disasters elsewhere in the future.

UBI is basically an idea that says everybody, simply by virtue of being alive, gets an income that gives them enough to survive, if not thrive, and that’s one of the debates. There are lots of different people talking about it right now from across the political spectrum. This is one of the things that makes it an interesting idea, or an idea that’s worth engaging with right now, because it’s an idea that’s emerging. It’s formulating, so it’s not settled.
