Thomas Boudreau, PhD is a Senior Fellow with the Institute for Resource and Security Studies in Cambridge, Massachusetts. Boudreau is also a Professor at Salisbury University in Maryland, former private advisor to the Executive Office of the UN Secretary General, and author of Sheathing the Sword: The UN Secretary General and the Prevention of International Conflict (1991).
